Abbreviations, capitalization
Abbreviations: Always spell out full state names in text when they stand alone. Sally grew up in Kansas and now lives in California.
When preceded by a city, use the state abbreviation (usually different than the postal code). William likes to vacation in Newport Beach, Calif. The movie was set in Fargo, N.D.
For mailings, use the two-letter postal code. 1102 Q Street, Sacramento, CA 95811. In formal mailings, spell out the state name. There are no periods within this abbreviation.
Capitalization: Lowercase all “state of” constructions. Capitalize names of states and formal names of state agencies.
