A 'capitol' is the building in which a legislature holds its sessions and is usually capitalized (lowercase when using in a general sense, like the beginning of this sentence). 'Capital' is the proper word for all other cases, including the city in which a government is located.

Sacramento is the capital of California. The reception was held in the Capitol. Many state capitols are historic landmarks.
